Horace Vance, the legendary overlord of the arms trade, is known to the world only as "the Quartermaster". He lives incognito among ordinary folks, running a barbecue stall in a crime-ridden neighborhood to get by. When local thugs come to extort protection money, gangs from all sides and his loyal subordinates rush over to defend him.
